hammered and trying to "make it up to him" by granting him special access so that Musk feels important and special, on top of it being a gigantic F-U to Americans and every American who has ever served this country in any capacity, but especially in military intelligence or regular intelligence.

Or it could have been Elon Musk's idea, since he seems to just make demands and have them immediately met.
