A national permit to purchase issued by local police and it includes fingerprints, interviews and of course a background check. Once the PTP is granted the buyer can use it for 5 years unless it is revoked. Funded by grants from DOJ to local police.

Of course it has no chance in hell, but if it did pass it would decrease gun violence.
