Only in the US is that considered high speed rail.
Japan - Shinkansen - up to 200 mph
China - up to 217 mph
France - TGV - 200 mph (but a top speed of 357 mph has been demonstrated)
UK-EU - Eurostar - 186 mph
Sweden - Arlanda Express 24 miles from Stockholm to Arlanda airport - 125 mph
