Dominion charged a monthly fee for a meter that could sum the monthly power exported. The monthly fee was exorbitant and exported power was paid at a much lower rate than Dominion sold power. The meter was just two normal meters with one connected backwards.

After five or so years with not breaking even (including amortization of the equipment), the owner gave up. He wanted to disconnect it from the grid and use the power privately, but my understanding was that he was prohibited such use by state and local codes.

This was in the early '80s ... It is possible that Dominion was calling itself Virginia Power or VEPCO or something else back then.
