Late 1990’s. They said they tried to open the park by June 15 back then, but I went the last week in July and it had only been open for two weeks.
They used surveying equipment to locate the road and use very low grade explosives and heavy equipment to remove the ice from the roads. There were also no reservations needed to drive the route, but there was a lot of traffic.
