1. Nearly everything he does vis-a-vis his lapdogs at DoJ has some parallel with some slight he perceived against himself

in the past. That's why he's going after James on an issue relating to real estate. This one is because the Build The Wall assholes were pursued for defrauding his constituents. Obviously he doesn't care about his constituents being defrauded, and he REALLY doesn't care about BLM supporters being defrauded. But 'The Wall' is associated with him, ergo, the Build The Wall people getting in trouble is a personal affront to him. He considers the DoJ to be HIS, for HIS use, to punish any people or entities who have irritated him, personally.

Because he's a pathological narcissist and a fascist asshole, with zero regard for decency or The Constitution.
