9. But the concept of "surveillance" of citizens who they deem "undesirable"

has been around for a long time. Before the latest "tech", there was the ubiquitous "wire-tapping" of phones. When we talk about using "burner phones" (cell) today, back in the past, people were using various "pay phones" to try to avoid phone taps. The "tech" has basically reduced the number of people required to surveil someone by letting the (flawed) "tech" try to substitute for that.
