A megabill mystery: New solar and wind tax comes as a surprise to Republican senators

Source: NBC News

June 30, 2025, 9:57 PM EDT

WASHINGTON — Tucked inside Republicans' massive domestic policy bill is an excise tax for wind and solar projects, a provision that came as a surprise not just to the renewable energy industry, but also to numerous senators who are crafting the legislation.

In a twist, Republican senators insist they don't know how or why the tax was inserted into the bill they're rushing to pass. No senator is taking credit for or defending it. And at least one wants it removed.

Sen. Lindsey Graham, R-S.C., the Budget Committee chairman, who released the 940-page bill, said he doesn't know where that provision came from. "It's a secret, I guess," Graham told NBC News on Monday evening. "I don't know where it came from."

Sen. Lisa Murkowski, R-Alaska, was baffled by the provision, saying the excise tax "just came about" like it was "airdropped" into the bill before the vote Saturday to proceed. "It wasn’t part of any consideration," she said. "It’s like, surprise! It’s Saturday night. And we looked at it like, where did this come from?" "My view of it is — it’s just entirely punitive to the wind and solar industry," Murkowski said, adding that the Republican-controlled Senate is "looking at different options" to deal with it.

What different options? Somebody just needs to introduce an amendment to remove it and people vote for the amendment. There. Problem solved. It doesn't get any simpler than that.

republicans just need to zip it. The level of disdain for their constituents is blatantly obvious.

The provision would tax wind and solar projects if a certain share of their components come from China. It is ambiguously worded, and it would empower the Trump administration to iron out the rule.

That's the only information in the article on what the tax is. In their minds, it's just a tax on China (well, that's the tRumpian view of tariffs, and this is pretty much a tariff).

a single GOPer/MAGAt that can scream 'unintended consequences', 'I had no idea' or 'I was lied to'.

They know EXACTLY what they are voting for, and we can never let them, or the public, forget that. I'd like to say the media shouldn't either, but I have learned my lesson with that.

We do it with wikipedia where anyone on the planet can make edits, we can do it in congress. "I have no idea how that got in there" should never be allowed.

Trump just hates wind and solar power. David Pakman recently featured a portion of an interview Trump did this past weekend with the execrable Maria Bartiromo where he went off (as usual) on wind and solar technology, whining about how "it all comes from CHY-NA!". In the interview, Trump also boasts about how "we're doing coal!". It's beyond embarrassing.
