I think their goal is to create flashpoints of civilian violence so they can declare a national emergency and use emergency powers.

Why else would they respond to the tragedy in Minneapolis by sending in even more crazed ICE agents?

They are bullies goading the victim into throwing the first punch so they can justify the beating they planned to administer all along.
