He says if there are private prisons, there are also private armies as in mercenaries and we should assume new versions of the ‘chain gangs’ working for profit.

He loved Machiavelli - focus on who men are not what we want them to be.
Told me he was pulling thoughts together after hearing a Jeopardy question about NM.
