In 2020, amid national protests, Trump stated the president lacks the authority to deploy the National Guard.

"Look, we have laws. We have to go by the laws," Trump stated when asked how he would bring law and order to the nation during an ABC News town hall on Sept. 15, 2020.

"We can't move in the National Guard. I can call insurrection but there's no reason to ever do that, even in a Portland case," he continued, referencing George Floyd protests in Oregon that had turned violent. "We can't call in the National Guard unless we're requested by a governor."
