on this matter, it has been 60 years since a National Guard unit has been called up and deployed without a governor's request, but the president can do it.
As to the second, who is going to stop them? Because Trump et al do what they want unless someone stops them.

The ICE raids are federal operations, so Trump calling in the National Guard could be justified on paper and in the courts.
